the story followed the political and historical events of each country. its characters were personifications of countries, such as Hong Kong, if not they were national personifications, such as Uncle Sam. the main casts were made up by Italy, Germany, Japan, US, England, France, Russia, Canada, and China. Hetare (へたれ) was a Japanese term for Useless or Pathetic in a cute way.
despite the slow start, the series started picking up pace soon after. compared to its previous sequels, the new animations were refreshing and much prettier. every country was beautifully illustrated, with funny if not frightening characters and their entertaining back stories. for having short episodes of 5 minutes each, there were plenty of humors and enjoyment.
